NEW STARTS FUNDING
 
Obtaining Federal funding for major fixed guideway transit projects is referred to as the “NEW STARTS” process. This Federal Transit Administration (FTA) process, officially known as Section 5309, is a capital grant program that requires the preparation and submission of a grant application to the FTA at the conclusion of the Alternatives Analysis phase of the project. The “NEW STARTS” process is highly competitive, with grants being awarded to those projects that demonstrate the most cost-effective characteristics. Local matching funds must be provided in order for a grant to be awarded by the FTA. Current FTA policy would provide for no more than a 50% share by the FTA. The competitive nature of this grant program is such, that projects with greater than a 50% local match will have a greater chance of success.

For an application to be looked upon favorably, the local operating agency (to be determined) must demonstrate the technical expertise to manage the design and construction of the proposed project. The local operating agency must further demonstrate the financial capacity to operate the project, once in place.
